Personal Bio
Helen Lee is an Environmental Program Manager for the City of Alexandria’s Department of Transportation and Environmental Services. She manages the recycling division and is responsible for implementing the City’s 20-year resource recovery strategic plan. Before joining the City, Helen worked at the District Department of Public Works, where she created the brand “Zero Waste DC”, implemented a citywide recycling outreach campaign, and launched the District’s composting program called Food Waste Drop-Off.

Prior to working for the District, Helen was the first Zero Waste Coordinator at American University and worked to integrate sustainability into campus operations. Helen serves as the Co-Chair for the Policy Committee for the Virginia Recycling Association and is on the policy committee for the Northern Virginia Regional Commission’s Waste Board. She holds a Master’s degree in Business Administration from American University and a Bachelor of Science degree in Environmental Science and Technology from the University of Maryland, College Park.
