Mr. Doug Wiggins
Division Director- Government Functions
Three Rivers Planning and Development District
Doug Wiggins is the Division Director of the Government Functions Division for Three Rivers Planning & Development District in Pontotoc, MS. Prior to moving into his current role, he served as the Solid Waste Specialist for Three Rivers. Doug earned an Associate’s degree in Marketing & Management Technology from Itawamba Community College, A Bachelor’s degree in Business/Counseling from Liberty University, and a Master’s degree in Business Administration from Delta State University and completed Lean Certification at Auburn University.
Doug has over 25 years’ experience working in both the public and private sectors. Doug is a former elected official having served on the Monroe County, MS Board of Supervisors and worked for 8 years at the City of Amory, MS. Prior to joining Three Rivers Doug also served in various managerial roles in the private sector in the transportation/ trucking industry.
At Three Rivers , Doug has administrative and managerial responsibilities and oversite of the Three Rivers Region Landfill, which is a public entity owned by the Three Rivers Solid Waste Management Authority ,which was formed by 7 counties and 7 cities within those counties in the early 1990’s. The Authority contracts the daily operations of the Landfill which currently receives approximately 275,000 tons of waste per year. The Authority also owns 3 Transfer Stations within the Authority’s boundaries. Doug also is the liaison between the contract waste hauler for the 3 transfer stations and the Authority. Doug also provides solid waste advising and consulting to 7 Counties in Mississippi. Doug assists the counties with procurement activities, equipment specifications, contract writing, budget planning, operations management, route planning, design and optimizations, HR functions, administration and stays up to date on industry changes. In addition to those duties, Doug has internal audit and banking duties associated with his role as Division Director.
Doug has served on the Mississippi Chapter of SWANA’S Board of Director’s since 2018 . He served 2 years as the Secretary, and 3 years as the chapter’s Vice President. Doug is actively involved in the planning of the Chapter’s Conferences which have seen substantial growth in attendance over the past 3 years.
Doug resides in Smithville, MS with his wife Jayme, and their two sons, Wes, and Walker. In his free time enjoys High School and College Football, Hunting, Grilling, and spending time with his 3 dogs, Aksel, Karoleena, and Ethan.
