Carlos Silva Filho is a Brazilian lawyer specialising in Administrative & Economic Law, who started working in the waste industry in 1999 as legal advisor at ABRELPE – Brazilian Association of Waste Management Companies, ISWA National Member in Brazil. In 2008 he became ABRELPE’s Executive Director and in 2012 its President. Mr. Silva Filho has been dedicated to developing waste related Regulations, Waste Plans, Communication Strategies and Data research and analysis.
Mr. Silva Filho has been a member of ISWA since 2005. In 2011 he became a member of the ISWA board, was elected Vice-President in 2014 and in 2015 he cofounded and chaired the ISWA Young Professionals Group. Carlos Roberto Vieira da Silva Filho has active participation in the creation, development and implementation processes of some of the Brazilian Federal Laws applied to waste management, such as Federal Law n. 11.079/2004 (Brazilian PPP framework); Federal Law n. 11.445/2007 (National Basic Sanitation Policy) and Law n. 12.305/2010 (Solid Waste National Policy). As Legal Advisor and chairing the Legal Issues Working Group from ABRELPE, it was possible to discuss the projects and actively actuate in the legislative process.
Carlos is author of the book “Gestão de Resíduos Sólidos: o que diz a lei” (“Solid Waste Management: what the Law says”), published by Trevisan Editors in August 2012 and co-author of books related to Waste Management: “Municipal Waste Management Systems”; “Reverse Logistics and E-Waste”; “New Perspectives for Waste Management in Brazil”; “Legal framework for an adequate management of used pesticide packaging”. He is the organizer, coordinator, and speaker at National and International Congresses, seminars, courses, and workshops.
