Jill Gaffigan is a Senior Consultant and environmental economist located in Atlanta, GA. She is a solid waste industry professional and has 30 years of experience shaping operational efficiency in the public and private sectors. In her career, in addition to consulting, Gaffigan has served as Director of Solid Waste & Recycling over an 11-state area and Puerto Rico for Waste Management, Inc. As a result, she is highly experienced in solid waste collection and disposal analysis, reviewing operations for improvement and efficiencies, financial strategy, programmatic evaluations, and leveraging solid waste infrastructure. In this role, she was responsible for the financial, operational, and contract performance of more than 200 municipal collection, recycling and disposal contracts. Gaffigan advises municipal clients on complex infrastructure issues, waste technologies, and the intensity and characterization of waste production. She has extensive experience with landfill/MRF/Transfer Station operations, and the evaluation of routes, fleet, equipment, landfill systems, compliance, waste by rail, environmental liabilities, contracts, rates, and RFP documents.
