Jessica Lally is a proven leader, coalition builder, and change agent focused on sustainable materials management and the environmental industry. She is an experienced Solid Waste Planner, joining HDR from the City of Denver’s Department of Transportation and Infrastructure. Jessica has led inter-agency efforts to implement significant solid waste policies and programs that drive operational efficiencies and waste diversion at the local and state levels. Most notably, she managed the development and implementation of Denver’s Pay As You Throw program and served on the Board of Recycle Colorado. With HDR, Jessica leads municipal and statewide solid waste planning efforts that involve operational analyses for collections and processing, policy development, stakeholder engagement, and implementing new programs to increase diversion and operational efficiencies. Currently, Jessica is managing HDR’s consulting services for Colorado’s EPR Program Plan implementation and played a key role in developing the Colorado Statewide Needs Assessment. She is also playing a lead role in the Maryland Department of Environment Extended Producer Responsibility Needs Assessment.
