Frank has a B.S. in Civil Engineering from the University of Washington, a M.S. in Geotechnical Engineering from the University of Texas at Austin and is a registered Professional Engineer. With over 20 years of experience in the Solid Waste, Energy, and Waste to Energy sectors, Frank has gained diverse experience in engineering, procurement, construction, permitting, and operations. This experience includes managing over 40 natural gas interconnects with major utility companies.
