Ken Miller serves as the Solid Waste Agency Administrator for the City of Dubuque. He is focused on improving material management systems to reduce waste and improve reuse, recycling, energy recovery and treatment and disposal. Miller holds several professional certifications including 24-Hour HAZWOPER (NAHMMA), Iowa Landfill Operator (IDNR), Manager of Landfill Operation (SWANA), Integrated Solid Waste Management Systems (SWANA), Appliance Demanufacturing (IDNR), and Train the Trainer (NAHMMA).

Miller is a member of multiple professional associations including North American Hazardous Materials Management Association (NAHMMA) - national Board Member and current Board President; Heartland Chapter - Board President; Solid Waste Association of North America; Iowa Society of Solid Waste Operator - Board Member; Iowa Recycling Association; United States Composting Council; and Iowa Composting Council - Board Member.
