A relatively recent study by the US Chamber of Commerce in conjunction with local central Florida local governments known as “Beyond 34” determined there is a lack of recycling infrastructure to support increasing recycling rates above the national average of 34%. This presentation goes into the process of one local government’s, Hillsborough County Fl (1.5 million population), roadmap to gaining support around and financing a new regional MRF. The presentation will touch on strategies for garnering key stakeholder support starting with the strategic and comprehensive plan and moving through to the business and financing plans. Unique financing methods such as Closed Loop Partners financing and grant funding will be discussed in addition to traditional municipal bond markets and rating agencies. The presentation will touch on how the County’s current contracted cost of recycling compared to estimates of owning and contracting operations for a new MRF. The approach and process can be replicated by other municipalities of differing sizes and resources with recycling infrastructure needs as a planning roadmap.
