Mr. Wilks is the Regional Manager and Vice President for SCS Engineers’ Operations, Maintenance, and Monitoring business unit. His responsibilities encompass all phases of environmental compliance relating to landfills. He has over 30 years of experience in landfill systems design, integration, and installation in addition to experience in automated control systems. He is responsible for managing personnel in the Field Services Central Region and is the client services manager for all aspects of projects including initial design requirements, coordination of designs, construction implementation, and operations management.

Mr. Wilks has participated in multiple system design, installation, and operations projects. He is the senior system trouble investigator for landfill gas (LFG), high H2S, and leachate management systems, including all aspects of equipment and systems design, installation, and operations. He is currently responsible for directing remedial operations at several problematic/reactive sites experiencing sub-surface oxidation events, and/or high H2S .

Lee Daigle is a registered professional engineer in civil engineering with over 17 years of experience in the landfill gas industry. He started his career as an intern at a municipal solid waste landfill in Colonie, New York, while attending Rensselaer Polytechnic Institute. While interning, he was fully immersed in the operations, maintenance, and construction of landfill gas collection and control systems; instilling a passion for the industry. Upon graduation, Mr. Daigle continued to focus on landfill gas; expanding into its design and regulatory compliance. Over time, this continued to grow into expertise in landfill gas utilization feasibility assessment, design, construction, and operations.

Mr. Daigle has worked on landfill gas collection systems in over 30 states/territories, three Canadian provinces, and several countries abroad. He has been responsible for the initial start-up and monitoring of collection and control system performing data analysis and interpretation to assist in optimizing overall landfill gas system performance. He also performed construction management and construction quality assurance (CQA) services during the installation of numerous landfill gas extraction and treatment systems, giving him a strong understanding of the constructability issues associated with the implementation of cost-effective landfill gas system designs.

Matt Stutz

Mr. Matt Stutz has 27 years of experience in solid waste services with extensive work experience in landfill gas system design, air permitting and compliance, and landfill gas to energy. He has a B.S. degree in Civil/Environmental Engineering and is a registered professional engineer in 15 states. He works closely with local, state, and federal regulatory agencies on landfill gas and air permitting rule development and he also serves as an expert witness for the solid waste industry.

His professional experience includes serving as an instructor in air pollution courses for the Center of Environmental Research and Training at The University of Texas at Arlington. He is a principal with Weaver Consultants Group and managers the landfill gas and air quality service groups.

Mr. Stutz is an active member of the Solid Waste Association of North America (SWANA) where he serves as the Vice-Chair on the LFG Rules and Regulations Committee. He also serves as a faculty member for SWANA’s Landfill Basics Course.

Mr. Stutz is an active member and past-Chairman for the North Texas Chapter of Air and Waste Management Association

Mr. Kenneth Brynda is an SCS Field Services OM&M Quality Advisor in North Carolina. He is an active member of SWANA’s Landfill Gas and Biogas Technical Division, Field Practices Committee serving clients for over 30 years. His expertise includes the design, construction, operation and maintenance, evaluation, troubleshooting, and assessment of landfill gas collection and control systems and LFG-to-energy production facilities.

Mr. Brynda is SWANA-certified as a Manager of Landfill Operations (MOLO).

Mr. Russell Anderson is a solid waste professional with over 24 years of experience in the solid waste industry, including 16 years in engineering/consulting and 8 years with private solid waste companies as part of in-house engineering. Currently employed with Casella Waste Systems, a vertically integrated solid waste management company with assets predominantly in the Northeast, Mr. Anderson serves as part of Casella’s corporate engineering team with responsibility over various aspects of Casella’s landfill engineering, permitting and compliance programs, and provides the company with in-house expertise in the areas of air permitting, LFG management and LFG energy development. Mr. Anderson previously served as an Area Engineering Manager for Republic Services and has managed both LFG OM&M services and LFG engineering/Air permitting services for engineering consulting firms, including Brown & Caldwell and SCS Engineers.

Mr. Jimmy Sloan is the Executive Director of a Regional Solid Waste Management Authority (GRSWMA) created by twelve independent, taxing, political subdivisions for the purpose of providing solid waste management within their geographic area. He reports to a Board of Commissioners consisting of 33 members appointed by the member entities. He is responsible for the region’s Solid Waste Management Plan including the development, approval, modification, revision, and plan implementation.

Mr. Sloan works with all the member entities - private organizations, local elected officials, environmental regulators, hauling companies, and other interested parties - to ensure that the needs and wants of the community are included in the solid waste management plan and that the plan is implemented and results are achieved. Additionally, he works with the same parties, the MS Magnolia SWANA Chapter, and state legislators to create, vet, and develop regulations and laws governing solid waste in the state to achieve the desired benefits laid out in the Solid Waste Management Plan.

Dave Lore has been a solid waste director and manager for over 20 years, operating and managing municipal solid waste (MSW) and construction and demolition (C&D) landfills. He is the 2016 recipient of Outstanding SWANA Faculty of the Year, and is certified in five SWANA certification disciplines. Mr. Lore has been a SWANA Certified Faulty for the past 11+ years.
Mr. Lore is a solid waste manager with over 20 years’ experience in solid and hazardous waste, supervising permitting, construction, and operation for MSW and C&D landfills, MSW collections, recycling facilities, compost facilities, and household hazardous waste (HHW) facilities. Developed policies and regulations, recommended and lobbied for laws, concerning solid waste. He has taught environmental and landfill trainings for SWANA in chapter events, regional, and national trainings. He has conducted public meetings and school presentations to promote environmental and solid waste issues.

Joe Williams enters a fourth decade of solid waste management energized by his newest challenge as founder of Common Sense Consulting of Franklin, LLC in Franklin, TN. Experienced in both the private and public side of MSW, Mr. Williams spent nearly ten years with the former Browning-Ferris Industries (BFI) before taking the reins as Solid Waste Director for the City of Franklin, TN in 1998. Mr. William Dillon is a solid waste professional with over 21 years of experience in the LFG industry. Currently employed with SCS Field Services, Mr. Dillon serves as a Great Lakes area project manager focusing on operations, maintenance, and monitoring (OM&M) of landfill gas collection and control systems. He is highly skilled in LFG tuning, troubleshooting, and compliance monitoring on a wide variety of landfill sites, and is proficient in the use of various field instrumentation and techniques required to conduct environmental monitoring for site compliance and LFG system effectiveness. Mr. Dillon has supervised initial GCCS system start-ups and balancing, gas quality optimization for use in LFG-to-energy projects, gas flare/mechanical equipment troubleshooting, and repair, as well as landfill liquid dewatering systems O&M while taking a unique hands-on approach. He has previously managed field services groups with several environmental companies specializing in landfill GCCS OM&M.
