Leadership Intensive: SB 1383: A High-Level Overview of California’s Methane Reduction Bill

This presentation will explain, at a high level, the jurisdictional requirements of SB 1383 and present examples of programs implemented throughout California and the rate and resource “staffing” impacts resulting from program implementation.

Many jurisdictions are still evaluating options that could be utilized in their area and the presentation will cover programs in place and/or currently in development. These programs range from those that go “above and beyond” compliance and those jurisdictions who want to ensure the requirements are simply met. I will cover the cost range of various programs including unique funding mechanisms used to implement the programs at different staffing levels (jurisdiction staff, solid waste hauler, consultant, other, etc.). I will touch on what jurisdictions of different sizes are doing who have different resources or who are contract cities. I will explore the current and planned infrastructure and technology opportunities that jurisdictions have utilized or developed to meet the requirements and achieve early compliance.

Finally, I will dive into some of the more unique case study strategies that agencies have used to resolve issues like: infrastructure development, unique collection programs (multi-family or hard to service generators), organics procurement targets, CalGreen (Green Building Standards Code), Edible Food Generator Identification, and more.
