Implications of New Rules for MSW Landfill GHG Reporting

In April 2024, the US Environmental Protection Agency (EPA) finalized several amendments to Subpart HH of 40 CFR Part 98, the Greenhouse Gas (GHG) Reporting Rule for Municipal Solid Waste (MSW) Landfills. Major changes include revisions to modeling factors for methane generation, including the Degradable Organic Carbon (DOC) Content of MSW and first order decay rates (k) at different precipitation zones. Additionally, default collection efficiencies for landfills with landfill gas collection and control systems (GCCS) have been lowered for different cover types (e.g., daily, intermediate, and final cover). While these rule changes certainly affect GHG reporting going forward, these changes will also affect other aspects in landfill gas and air emissions reporting.
